Female Migration

In Bangladesh every year large number of women enter labour migration as a domestic worker or household related work. In Bangladesh women entered into overseas employment from 2006 and it is found that the average age of that women are 27 years and they are either divorcee or widow and, in some cases, they found more vulnerable then male.

 

Special measures taken by Bangladesh Government to ensure protection of Female migrants -

  • After proper investigation necessary steps will be taken against those recruiting
    agencies who send female migrants in Saudi Arab by increasing or decreasing the age of the female migrants or send them without proper training or medical examination.
  • Recruiting agency complete the first selection of female migrants. After that selected
    female migrants will appear before the Government authorized selection committee in Government Technical training center along with accurate information like full name of the potential female migrants, original address with mobile number, National id, details of the recruiting agency with name of the owner, address, mobile number etc. selection committee after finalizing the list of the candidate will send the final list to the MoEWOE and BMET female migration protection cell for their approval after ensuring the signature of all committee member of the selection board. Female migrant will submit an affidavit acknowledge by Legal guardian of that female migrant and recruiting agency at the time of enrolment in training in TTC.
  • Primary selected candidates will submit a primary medical test report at the time of
    training enrolment. Final medical examination report needs to submit at the time of receiving BMET emigration clearance certificate.
  • Housekeeping training will be full residential and the term of the training will be 30
    days. Within 30 days after publishing this circular BMET will take initiatives to update the curriculum of the house keeping training and implement the updated curriculum after final approval from the ministry. Instructor of the TTC will develop a curriculum considering 24 hours a day and conducted training according to that schedule and after completion of the training will send the result to the ministry and BMET female migrant protection cell. BMET will evaluate the training through 3rd party.
  • Recruiting agency will provide Smart mobile phone to every female migrant before
    departure.
  • Recruiting agency must translate the job contract paper into Bangla before delivery
    to the female migrants and describe them thus they can understand and clarify about their work. BMET will re-examine about the delivery of Job contract before approval in Musaned system and at the time of issuing BMET Clearance certificate.
  • Everyday recruiting agency will send an email to the BMET female migration
    protection cell, Probashi Kallayan Desk in airport and Labour wing in destination country with inform of the departing female migrants list, information of the recruiting agency in destination country. Probashi kallayan desk will re-examine every female migrant according to that list and if found any default like age variation of physically unfit then will restrain them to leave the country.
  • Labour wing will send the list of returnee female migrants to the Probashi kallayan
    desk at airport before their arrival and probashi kallayan desk will inform the recruiting agency about their return thus recruiting agency can receive them and arrange transportation or other necessary facility. Probashi kallayan desk will ensure all kind of supports to the returnee migrants.
  • If any female migrant took shelter in Safe home, then Labour wing will submit a
    details report to the ministry and BMET female migration protection cell describing the cause.
  • VIGILENCE TASK FORCE committee constituted with representatives from MoEWOE
    and other agencies will examine the full process of sending female migrants twice in a month and submit detail report to the Secretary of the Ministry of Expatriates.
  • Within one month after publishing this circular WEWB will establish a re-integration
    cell near the airport to provide support to the returnee migrants regarding legal support, economic support etc.
  • Every month after examining the condition of the female migrants a report will be
    submitted with in 15 of the next month to the Ministry and BMET Female migration protection cell. BMET Female migration protection cell will verify the reports by the DEMO’S and Labour wing.
